Costume Designer Judianna Makovsky stated the inspiration for the Capitol look in The Hunger Games, came from 19th century high fashion. She wanted the outfits to come off as high society and aristocratic, adding bright colors to give the looks a little pop as well as a futuristic feel. The challenge doing this was to execute the designs with out coming off as to cartoon looking. She also stated that more then a hundred unique pieces for costumes used in the film were stored in a abandoned factory near by the set.
